SUSPICIOUS PERSONS INVESTIGATION LEADS TO ARREST OF LOCAL MAN

(SPRINGWATER TOWNSHIP, ON, April 23, 2025) – Members of the Huronia West Detachment of the Ontario Provincial Police (OPP) have arrested and charged one individual with multiple serious offences in Springwater Township following suspicious person investigation.

On April 16 and 17, 2025, Huronia West OPP officers responded to a suspicious person call from several residents in Hillsdale, Ontario, after a man was observed leaving notes at a park on Davenport Drive and the surrounding areas. Officers commenced an investigation and identified several locations with similar evidence.

The Huronia West OPP Crime Unit, with the support of the OPP Child Sexual Exploitation Unit (CSEU), and OPP Repeat Offender and Parole Enforcement (ROPE) Unit commenced a multi-day investigation leading to the identity of a local man.

On April 23, 2025, as a result of the investigation, police arrested and charged Mitchell KOOPMANS, 34, of Hillsdale, with the following offences:

  • Make Sexually Explicit Material available to a Person Under 16 yrs of age – two counts
  • Luring a Person Under 16 years of age by means of Telecommunication – two counts
  • Invitation to Sexual Touching under 16 years of age
  • Unauthorized Possession of Weapon

The accused remains in custody and will appear in the Ontario Court of Justice in Barrie on April 24, 2025, to answer to the charges.

Vehicle Parked in The Middle of Highway 12 Nets OPP Investigation

(MIDLAND, ON) – A report to the OPP Communication Centre by a community member of a vehicle parked in the intersection of Highway 12 and Triple Bay Road, Tay Township early Sunday morning resulted in a prompt response from officers of the Southern Georgian Bay Detachment of the Ontario Provincial Police (OPP).

Upon arrival at approximately 2:36 a.m. May 4, 2025, officers safely secured the scene before trying to awake the lone driver and upon arousal the officers entered into an impaired driving investigation.

As a result, Andrew CHAMPAIGNE 61 years of Tay Township has been charged criminally with the following driving offences.

  • Operation while impaired – alcohol and drugs
  • Operation while impaired – blood alcohol concentration (80 plus)

The accused was released from custody to appear before the Ontario Court of Justice  on the May 15, 2025, and was also served a 90 day drivers licence suspension. The involved vehicle was towed and subject to a 7 day vehicle impound in accordance to the Ministry of Transportation (ADLS) guidelines.
