Province, Not the Mayor, Exercises Provincial Constitutional Authority
I have read many positive and negative comments about the mayor on this issue. It was clear from the start that not negotiating was a poor judgment choice by Cabral, Alexander, Moore and Fisher. Their efforts to delay and avoid the issue and somehow exercise “Springwater’s Sovereignty,” had no constitutional basis. It was politicking at the expense of taxpayers in extra legal fees and investigations that went nowhere. Like hundreds of thousands more dollars.
The mayor did participate in the facilitation initiated by the province and did use her strong mayor powers with Thompson and Garwood to accept Barrie’s proposal.
Mayor Alex Nutall says Barrie will move forward with the compensation package for Springwater. Not so for Oro-Medonte and Simcoe County who accepted the proposal but with many conditions.
They are now in a much weakened bargaining position because compensation is not in the legislation and Alex is under no obligation to offer anything.
