Community Update from Ward 1 Councillor Matt Garwood
Hello Springwater residents. I’m pleased to share updates on recent decisions and developments that are shaping our community. My goal with these columns is to inform, not to offer opinions, so you can stay connected with what’s happening in Springwater.
Endowment Fund Policy and Investment Policy Amendments:
Council approved the Springwater Endowment Fund Policy and amendments to the Township’s Investment Policy. These updates are intended to strengthen financial stewardship and provide a clear, structured approach to managing the $22,080,000 from the Barrie Restructuring Compensation Agreement.
Feasibility of Establishing Dog Parks in the Township of Springwater:
Recognizing the benefits of safe, designated off-leash spaces for dogs, Council directed staff to explore the feasibility of developing dog parks within the Township of Springwater. The review will examine potential locations, associated costs, operational requirements, and implementation strategies, with findings and recommendations to be brought back to Council.
Communication Strategy – Orr Lake Health Updates:
Council directed staff to work with the Severn Sound Environmental Association (SSEA) and the Simcoe Muskoka District Health Unit (SMDHU) to implement a coordinated communications strategy regarding water quality in Orr Lake. With both seasonal and permanent residents in the area, the goal is to ensure clear, consistent communication that informs and educates the community about lake conditions.
Request to Expand Primary Care Services at Springwater Health Services:
Council received a presentation from the Southern Georgian Bay Community Health Centre regarding the opportunity to expand primary care services at the Springwater Health Services building in Elmvale. Council approved the formation of a working group and up to $50,000 for concept plans for the Springwater Health Services Centre in Elmvale, with funding to be released once resources are confirmed.
Additional Crossing Guards:
Council directed staff to report back on the possible implementation of crossing guards near school zones at the marked crosswalk on Simcoe Street and at the Kerr Street/Shaw Street intersection. The report will include program requirements, traffic warrant information, and any related budget impacts, and will be brought to Council at the regular meeting on June 17, 2026. Council also invited the Simcoe Muskoka District Health Unit to present the On the Move Program to Council.
